IBP Leyte to Provide Legal Services for LPPO Personnel

TACLOBAN CITY, LEYTE – A Memorandum of Understanding (MOU) was entered into by the PNP Leyte Police Provincial Office, National Police Commission Regional Office 8, and the Integrated Bar of the Philippines Leyte Chapter on October 21, 2021.

The MOU aims to further the maintenance of the rule of law through a shared commitment of promoting respect for the law and due process, speedy investigation of cases, arrest and prosecution of criminal offenders to maintain peace and order in the region. The partnership especially ensures that police officers who are charged before any court or quasi-judicial body in connection with the discharge of their official duties will be provided with competent legal services.

The IBP Leyte Chapter, headed by its President, Atty. Hasmin Cristy Avila-Bibar, and its team of lawyers commit to provide legal representation for LPPO officers and to conduct free legal aid clinics, among others.

In addition, the Leyte PPO, under the leadership of its Provincial Director, PCol. Rodelio C. Samson, commits to help enhance the knowledge and skills of IBP Leyte lawyers in security, personal defense, gun use and discipline through the joint holding of training and the free use of its facilities for such trainings. Immediately after the signing of the Memorandum, a Gun Safety Orientation was held at the Leysa Firing Range at San Jose, Tacloban City, participated by the lawyers of IBP Leyte.

As the oversight body of the PNP, the NAPOLCOM Regional Office 8, headed by its Regional Director, Atty. Johnson G. Reyes, has the primary role of evaluating and certifying whether the cases against police officers are service-connected. After evaluation, a certification will be issued for the police officer and the same will be indorsed to IBP Leyte for appropriate legal aid.

In his message to all parties to the agreement, Atty. Reyes stressed the importance of leadership as a medium of change and pointed out that the success of the partnership is founded on continuing trust with one another coupled with the desire to serve others. He likewise expressed his gratitude to IBP Leyte and Leyte PPO for opening their doors which lead to the success of the event.
